As part of the 2017 SEBAC agreement, lawmakers called for regular “stress tests” to test the viability of the SERS and TRS pension funds. The 2019 stress test showed that changes in 2011 and 2017 have sharply stabilized the state pension fund. Former Governor Dan Malloy, whose government negotiated the 2011 and 2017 agreements with SEBAC, said, “The analysis shows that the steps we have taken to restructure and reform SERS have been incredibly effective.” State tax lawyers – a small six-member unit of the Revenue Services Department, which was added to the P-5 state administration and bargaining unit – received a 11 percent pay increase, combining two general salary increases of 3.5 percent with two 2% increases and a bonus. This article has been updated with details and a link to the arbitration agreement and cost analysis of the ATIA. Since the first SEBAC agreement – a 1989 arbitration decision – SEBAC and the State have negotiated eight agreements that have changed public servants` health and pension benefits, created new levels of benefits for workers, changed public contributions to the public employee pension plan (SERS) and/or achieved budget savings through staff concessions. The Adjudicator granted a 3 per cent increase to assistant supervisors in 2019 and 2020. The government had forecast only a 2.5% increase in 2019. Lawmakers voted on March 27 in favor of a collective agreement for Connecticut`s assistant attorneys general, which included an 11 percent pay increase and bonuses, and on April 1, the Appropriations Committee approved a similar contract with state tax lawyers. (1992). Agreement between the State of Connecticut and the State Employees Bargaining Agent Coalition. Hartford, CT: Author. Https://ctstatefinance.org/assets/uploads/files/SEBAC-2-1992.pdf called. In December 2016 (ratified by the General Assembly in February 2017), SEBAC and the Malloy administration agreed to remove the level of the wage amortization system, which slowed down unfulfilled commitments. The agreement eliminated “hot air balloon payments” that would have been prohibitive in the mid-2020s and re-started about two-thirds of the debt on a 2045 payment date. It also recommended that the Commission, for retirement, reduce the yield from 8% to 6.9%. But while the rate of wage increases seems shocking, it`s not: the increases were based on the 2017 SEBAC concession contract, and other employment contracts are coming, including an arbitration agreement for controllers at the State Correctional Department. According to Fae Brown-Brewton, Under-Secretary of State at the Office of Policy and Management, salary increases for assistant attorneys general were based on the SEBAC agreement, although she argued that the 2% increases were a “significant change” in SEBAC, since the pace increases would generally be closer to a 3% increase. The biggest reform was the closure of Tier 1 for new employees, which took place in 1984.

Since then, all new employees have been recruited at well-funded and moderate levels. At the time, collective bargaining offered an investigative process that ultimately created Tier 1. The investigation report was then approved by the General Assembly. The next change came in 1997, when the parties signed the 20-year pension contract and created Tier 2A, which increased workers` contributions by 2%. The cost of health care can vary from place to place in Connecticut, as they do in other states. This means that smart purchases in the health sector can help you pay less if you need care.
